County-level licensed office coverage, licensee churn, and complaint trends for California independent escrow, drawn from public DFPI records and the EscrowMap public dataset.

California escrow operates under three regulatory regimes. This report covers the DFPI-licensed independent escrow universe: 998 licensed branches across 21 counties, operated by 686 companies. Of those companies, 586 operate a single location while 100 operate two or more. Los Angeles County accounts for 432 branches, the highest concentration in the state, followed by Orange County (223) and San Diego County (127).

New license issuance peaked at 60 in 2022, declined to 37 in 2024, and sits at 40 through mid-2026. DFPI enforcement actions totaled 12,546 across 30 years, with Administrative Actions and Desist and Refrain Orders as the most common categories. The office decides. Veto records the review.

Licensee churn

License issuance peaked at 60 in 2022, the highest annual count on record, before settling to 37–40 in 2024–2025.

Complaint trends

DFPI enforcement actions per year from the DFPI Actions and Orders index, tracked by Veto. Administrative Actions and Desist and Refrain Orders account for 11,383 of 12,546 total records. Enforcement activity peaked at 821 actions in 2007, declined through 2013, and rose again to 815 in 2024.
